Understanding Budget Visibility and Permissions

A key component of the Budgets feature is its ability to grant different levels of visibility and control based on the role of the user.

This ensures clarity, operational efficiency, and data security across the organization.


Budget Owners

They have access to the budgets they’ve created or are assigned to. They can monitor spending activity, view available, spent, and committed amounts, and make necessary updates within their permission scope.

While they manage specific budgets, they do not have complete access across all budgets in the organization.

Budget Spenders

These are the individuals or teams who use the allocated funds. They can assign their transactions, such as card payments or reimbursements, to the relevant budget.

Spenders gain visibility into their budget’s remaining balance and history, enabling them to make informed spending decisions.

Company Admin

The admin has the highest level of access. They can view and manage all budgets, regardless of ownership.

Admins are responsible for approving budget creation, editing details, and reviewing activity across the organization. They can also use Pluto's workflow tool to automate budget approvals and reconciliation.


This role-based system supports decentralization of spending while maintaining control and transparency from a central admin perspective.
